How to level subcontractor bids without losing a day

A working checklist for comparing sub quotes on the same scope: what to line up, what to plug, and how to read the spread.

Every estimator has awarded a low number and found out three weeks later that it left out the work nobody else left out. Leveling is how you stop that. It is not complicated, but it is easy to skip when the bid is due at two o’clock.

1. Start from your scope list, not their quote

The comparison only works if every bidder is measured against the same list. Put your scope items for the trade down the left side. Every quote gets checked against those lines, not against each other.

2. Mark inclusions and exclusions per line

For each bidder, each line is included, excluded, or unclear. “Unclear” is a phone call, not a guess. Most spread between bidders is exclusions, not price.

3. Plug the gaps

Where a bidder excluded something the others carry, add a plug — your own estimate for that piece — so the totals compare. Note the plug so it can be negotiated later.

4. Read the spread

Once levelled, look at low to second and low to your estimate. A very low bid with clean inclusions is a real advantage. A very low bid that only got there through plugs is a bid you will be chasing for change orders.

5. Keep the record

Whatever you awarded, keep the levelled sheet with the job. It is the first thing you will want when the sub says “that was never in our scope.”
