Bid leveling
Comparing subcontractor bids on the same scope so the numbers mean the same thing before you pick one.

Bid leveling is the step between receiving subcontractor quotes and choosing one. Two quotes for “Division 09 — Finishes” rarely cover the same work: one includes the flooring prep, one excludes it; one carries a bond, one does not. Leveling lines the quotes up against a single scope list, marks what each one includes and excludes, and adjusts them so the comparison is apples to apples.
Why it matters
The low number is not the low bid if it left out work you will have to buy later. Leveling protects the general contractor from awarding a scope gap.
What a levelled comparison shows
- Every bidder for the trade in one row.
- Inclusions and exclusions per bidder against the scope list.
- Adjustments (plugs) for missing items so totals compare.
- The spread between low and next, and to your own estimate.
