Planroom
The place a general contractor publishes bid documents and tracks who has picked them up.

A planroom is where plans live for bidding. Traditionally a physical room, now a web page: the general contractor posts the drawings and specs for a project, subcontractors and suppliers pick them up, and the GC keeps a planholders list of who has them.
Public vs private
A public planroom lists what you have out to bid so any sub can find it. A private planroom is invitation-only. Most GCs run both: a public page for reach and private invitations for the trades they want.
